The earlier pitch carried a $1.4 trillion valuation target, and the document sets the ceiling at $30 billion.

Demand was weaker than in prior rounds, and some backers had already invested heavily.

UAE investors and Coatue are at the front of the round, which is framed as a bridge ahead of a possible IPO.

OpenAI told investors it aims to secure signatures by the end of next week.

The constraint sits with the buyers rather than the compute plan, and the cap does not prove the full $30 billion will be filled.

If the round lands near the cap, the money helps fund a path toward roughly $600 billion in compute spend by 2030.

If it lands smaller, the UAE compute deal and IPO timing become the variables that decide whether that spend target stays credible.

The document leaves the final size, the specific UAE investor names, the compute deal terms, and the added compute amount unmeasured.

It also leaves the IPO debut date unmeasured, even though a confidential prospectus was filed in June and the CFO said the company would be public in 2027.

The rewrite leads with the lowered valuation target and treats the $30 billion figure as a cap, not a closed size.

After cnbc.com. We did not report this. The pictures, if any, are theirs.
